KOSHLONG LAKE ASSOCIATION

Minutes of the Annual General Meeting

Saturday 26 June 2004, 10:00 am

New Dining Hall, Camp Wanakita East

Approximately 44 in attendance.

1.   Call to Order at 10:00 am by Dennis Choptiany, Past President/Meeting Chair

Dennis welcomed everyone and highlighted the dates for upcoming social events, Fireworks, Dock Sale, The 1st Ever Great Koshlong Cook-Off, Fun Day, Rock Bass Tournament and Digital Photo Contest. A question regarding non-digital photos for photo contest - yes send in photos and they will be scanned in.

2.    Treasurer’s Report - Barb Allen

Barb Allen presented the Treasurer's Report prepared by Gwenne Becker (page 26 of the 2003-2004 Wavelength, copies of which had been mailed).  Barb Allen had recently taken over the position from Gwenne.  Question about donation to Camp Wanakita, Haliburton Health Services and Sir Sandford Fleming School by Evelyn Beeby was tabled for later discussion.

Gwenne noted that the surplus funds are due to two reasons, an increase of the membership fee two years ago and funds in the Fire Box Fund. The funds in the Fire Box Fund can only be used for that purpose.  Barb Allen asked for acceptance of the Treasurer’s Report. Moved by Bob Hutton and seconded by Terry Corbett. Motion carried.

3.        Secretary’s Report - Barb Holland

Barb Holland asked for acceptance of the AGM Minutes of 2003. Moved by Julia Harrison and seconded by Nick Mensink. Motion carried.

4.        Lake Stewardship – Terry Corbett

Terry discussed the Environmental Report (page 25) and Lake Water Quality Report (page 9) in the Wavelength, adding that the phosphates levels were higher for the past two years and felt it could be due to lawns, automatic dishwasher detergents or possibly an error in the readings. Additional tests will be conducted monthly (in season) by MNR rather than just once and in 5 different locations.

Questions and comments about increased algae levels, pollen in June, pesticide usage in Highlands East were discussed.  John Hutton suggested signage at main roads to discourage use of phosphates. Evelyn Beeby talked about Environment Haliburton (EH!), a year-old lobby group focussing on local environmental issues. Evelyn Beeby moved that KLA, through Evelyn, inform EH! about our concerns regarding pesticide use and phosphate levels.  Seconded by Steve Hemming. Motion carried.

John Becker had contacted the Anglers and Hunters and they reported that Koshlong Lake does not have zebra mussels or spiny water fleas. He also noted that MNR net fish twice during the summer, for measurements and asked if anyone had any contacts at the MNR to follow up with their findings.

Terry also mentioned the concern of transporting firewood or logs to Haliburton (refer to page 6 of Wavelength).

5.    Camp Wanakita Events & Expansion

Steve Heming welcomed everyone to the New Dining Hall for the Family Camp. The Family Camp will have 30 to 35 families this summer and they had about 140 different groups to Camp Wanakita through the fall and winter.  Summer Day Camp continues from Monday to Friday with swimming lessons. Construction is almost complete, half of the old septic bed requires replacing. They hope to finish all the construction with minimal detrimental environmental impact.

Scott Beaudoin asked if the treasure boxes on the campsites are maintained regularly. Steve agreed that they are ageing and they plan to move many of them this year.  He also noted that with the increased number of campers, they do send out groups on the weekends and campsites are on a first come, first serve basis.

Steve Heming reported the Donald store would have new owners next year.

Regarding the proposal to develop a 25 metre in-door swimming pool facility in the Haliburton area, the concept has been approved in principle by the county. The next step is a detailed business plan to raise money for the facility.

Steve Heming proposed that for next year's KLA AGM, Wanakita host a brunch. The executive will consider the suggestion and thanked Steve for his offer.

a)        Asphalt Plant Update: the proposal is on hold. It has been discussed at council meetings, both pro and con, business vs. environmental concerns. KLA is on record as opposing the plant.

b)     After considerable discussion, Scott Beaudoin moved that KLA donate $500 to Camp Wanakita and $500 to Haliburton Health Centre. Seconded by Evelyn Beeby. Karen Beaudoin asked for an amendment to split the motion and vote on each motion individually. The vote was 20 to 1 in favour of donating $500 to Camp Wanakita.  The vote for donating $500 to Haliburton Health Centre was defeated 10/12.  Karen Beaudoin moved that further to last year's minutes, the KLA executive put a plan together for donations and bring it to the members at next year's AGM. Seconded by Bob Hutton. Carried.

c)      Discussion about light pollution and owners were asked to be aware of their lights. It was suggested that Highlands East be contacted about putting a shield on the lights at the Government Dock.
